Notification procedure for assemblies in the open air
As an expression of freedom of opinion, public assemblies are under the special protection of the Basic Law. Nevertheless, they must be reported to the police.

In addition to the right to freedom of expression, the central foundation of our democracy also includes the right to assemble peacefully and without weapons in the open air. In North Rhine-Westphalia, the Assembly Act NRW (VersG NRW) regulates the existing freedom of assembly.

In principle, a public assembly in the open air must be reported to the responsible police authority at least 48 hours before the invitation / call. Timely notification in advance allows organizers and police to exchange information, discuss necessary measures and clarify open questions or problems in advance. The purpose of the notification obligation is to enable the police to protect the assembly and thus ensure that it runs peacefully and that the fundamental right to freedom of assembly is exercised without disruption.
